Regardless of what you may think of our penal system, the fact is that every man in jail is one less potential fisherman to clutter up your favorite pool or pond.

I don't think people in jail were doing a whole lot of fishing. If they were they may have avoided jail.

I've seen a few that should have been put in jail, but I really wouldn't call them fishermen.
