No way the water gets that high. If you are looking at the horizontal line near the top of the picture, it is where the rock cuts back underneath the cliff. Here are a couple of other pictures of the Pictured Rocks. There is a hiking trail that runs right along the edge of the cliff. The last picture was taken from the top of the cliff.
